Project 2025, a comprehensive policy initiative spearheaded by the Heritage Foundation, is garnering attention as a potential roadmap for a second Trump administration, should the former president win the 2024 election.
Although Trump said, “I know nothing about Project 2025,” he said in a Truth Social post last Friday. “I have no idea who is behind it.”
Trump added in a social media post Thursday morning, “I have not seen it, have no idea who is in charge of it, and, unlike our very well-received Republican Platform, had nothing to do with it.”

This ambitious Project 2025 outlines a sweeping conservative agenda aimed at reshaping the federal government and its policies.
“It’s past time to lay the groundwork for a White House more friendly to the right. For decades, as the left has continued its march through America’s institutions, conservatives have been outgunned and outmatched when it comes to the art of government,” said Spencer Chretien Associate Director, 2025 Presidential Transition Project.
“One reason is because the Republican establishment never moved on from the 1980s. Beltway conservatives still prioritize supply-side economics and a bellicose foreign policy above all else. Belief in small government, strangely enough, has manifested itself in a belief among some conservatives that we should lead by example and not fill all political appointments. Belief in the primacy of the national security state has caused conservative administrations to defer political decisions to the generals and the intelligence community,” said Chretien.
Key Pillars of Project 2025:
- Policy Agenda: The project offers a detailed policy guide covering various areas, including immigration, education, healthcare, energy, and national security. The proposals advocate for stricter immigration laws, school choice expansion, deregulation of industries, and a more assertive foreign policy.
- Personnel: Project 2025 includes a database of potential candidates for positions within a future administration. This “LinkedIn-style” database aims to streamline the appointment process and ensure that key roles are filled by individuals aligned with the project’s conservative vision.
- Training: The initiative proposes a “Presidential Administration Academy” to train and prepare potential appointees for government service. This training program would equip candidates with the knowledge and skills necessary to implement the project’s policy agenda effectively.
- 180-Day Playbook: A detailed playbook outlines the actions to be taken within the first 180 days of a new administration. This roadmap includes executive orders, regulatory changes, and legislative proposals designed to enact the project’s policy goals swiftly.

Project 2025 has drawn criticism for some of its more controversial proposals, including reinstating the ban on transgender individuals serving in the military, downsizing or eliminating certain federal agencies, and rolling back environmental regulations.
Critics argue that these proposals could have negative consequences for marginalized groups and the environment.
Whether or not Donald Trump returns to the White House, Project 2025 provides a glimpse into the conservative movement’s vision for the future of American governance.
