A new report released by the U.S. Department of State and Yale University has provided detailed evidence of a systematic program orchestrated by the Kremlin to forcibly deport and “re-educate” Ukrainian children in Russia. The report directly implicates Russian President Vladimir Putin and other senior officials in this alarming operation.
The report identifies at least 314 confirmed cases of child deportation, but researchers believe the actual number is likely much higher. These children, many of whom are orphans or separated from their families due to the conflict, are being transported to Russia, often via military aircraft under Putin’s direct control.

Once in Russia, the children are placed in camps and other facilities where they undergo “re-education” programs designed to strip them of their Ukrainian identity and instill pro-Russian sentiments. This includes patriotic and military indoctrination, as well as efforts to erase their Ukrainian heritage and replace it with Russian cultural narratives.
The report also indicates that many of these children are being granted Russian citizenship without their consent, further cementing their separation from Ukraine. These actions may constitute war crimes and even genocide under international law.
The report highlights the involvement of various Russian government entities, including the Ministry of Education and the ruling United Russia party, in this systematic operation. It is seen as part of a broader strategy to undermine Ukrainian sovereignty and exert control over occupied territories.
The international community has condemned these actions, with many calling for increased sanctions against Russia and support for efforts to reunite the children with their families in Ukraine. The International Criminal Court has already issued warrants for Putin and another Russian official for their alleged roles in this program.
