The U.S. Department of State has announced sanctions against five entities and one individual for their involvement in the proliferation of ballistic missiles and controlled missile technology. These actions target organizations and individuals connected to ballistic missile programs in China and Pakistan.
Among those sanctioned is the Beijing Research Institute of Automation for Machine Building Industry (RIAMB), designated under Executive Order 13382, which aims to curb the proliferation of weapons of mass destruction.

The Department of State reports that RIAMB has been working with Pakistan’s National Development Complex (NDC), a key player in Pakistan’s development of long-range ballistic missiles, including the Shaheen-3 and Ababeel missiles.
Additionally, the U.S. imposed sanctions on three China-based companies, one Chinese individual, and a Pakistan-based entity under the Arms Export Control Act and the Export Control Reform Act.

These sanctions were applied for their role in transferring controlled missile technology in violation of the Missile Technology Control Regime (MTCR), a multilateral effort to prevent the spread of missile technology.
The sanctioned entities and individual include:
- Hubei Huachangda Intelligent Equipment Company (China)
- Universal Enterprise Limited (China)
- Xi’an Longde Technology Development Company Limited (aka Lontek) (China)
- Luo Dongmei (aka Steed Luo) (China)
- Innovative Equipment (Pakistan)
The U.S. government took these actions in response to the illegal transfer of equipment and technology related to MTCR Category I missile programs to a non-MTCR country.
