Two Former Missouri Cops Indicted For Federal Civil Rights Violations

Two former police officers from Northwoods, Missouri, a small suburb of St. Louis, have been indicted on federal charges for violating the civil rights of a handcuffed man. Samuel Davis and Michael Hill, both former officers with the Northwoods Police Department, are accused of using excessive force and attempting to cover up the incident.

The indictment alleges that on July 4, 2023, Davis and Hill encountered a man, identified only as “C.G.”, at a Walgreens in Northwoods. Hill, who was a supervisor at the time, instructed Davis to take C.G. to Kinloch, a nearby town.

Davis then transported the handcuffed C.G. to a field in Kinloch and struck him with a police baton.

In an attempt to conceal their actions, Davis reportedly told a dispatcher that C.G. was gone before he arrived at the Walgreens and turned off his body camera. Additionally, Hill is accused of lying to FBI agents investigating the incident, falsely claiming that C.G. requested to be taken to Kinloch.

Both former officers are facing charges of conspiracy to violate civil rights and deprivation of rights under color of law. If convicted, they each face a maximum penalty of life in prison.

Davis and Hill turned themselves in earlier this week. Davis’s attorney, Neil Bruntrager, stated that his client will plead not guilty. Hill has not yet retained an attorney.
