President Donald J. Trump has signed an executive order aimed at strengthening America’s leadership in artificial intelligence (AI) by rolling back what he calls “harmful” policies imposed by the Biden administration.
The new order, signed Thursday, revokes the previous administration’s AI regulations and sets forth an aggressive plan to enhance American innovation and global dominance in the field.
President Trump’s executive order fulfills a campaign promise to eliminate what he described as “onerous and unnecessary government control” over AI development and deployment.

The Biden administration’s AI policies, according to the White House, imposed burdensome regulatory hurdles that hampered private-sector innovation and threatened America’s technological leadership.
Key actions in the order include:
- Revoking Biden’s AI Executive Order: The Trump administration asserts that the previous order stifled innovation by introducing excessive government oversight and regulatory barriers.
- Reviewing AI Regulations: Federal departments and agencies are directed to identify and revise any policies implemented under the Biden AI order that hinder AI progress.
- Promoting Innovation: The order ensures that AI development in the United States remains free from “ideological bias or engineered social agendas” that could limit the potential of the technology.
The Trump administration has emphasized that the United States must act decisively to retain its competitive edge in AI to bolster economic growth and national security.
“This executive order reaffirms our commitment to making America the undisputed global leader in AI,” the White House said in a statement. “President Trump is ensuring that government overreach will not stifle innovation, and that AI will be developed in a way that promotes human flourishing and economic competitiveness.”

Under the new directive, an AI Action Plan will be developed, led by top White House officials, including the Assistant to the President for Science & Technology, the White House AI & Crypto Czar, and the National Security Advisor. The administration is also directing the Office of Management and Budget (OMB) to revise and reissue guidance to ensure federal agencies are free from restrictive policies that hinder AI progress.
The executive order builds upon initiatives introduced during Trump’s first term, which saw unprecedented investments in AI research and development. In 2019, President Trump signed the first-ever executive order on AI, laying the groundwork for the U.S. to become the world’s AI powerhouse.
Highlights from Trump’s previous AI initiatives include:
- Doubling AI Research Investment: Significant increases in funding to support AI development in sectors such as healthcare, defense, and cybersecurity.
- Establishing National AI Research Institutes: A network of research hubs designed to advance innovation and workforce development.
- AI Regulatory Guidance: The release of the world’s first regulatory framework for private-sector AI development to encourage growth while maintaining ethical standards.
