President Donald Trump has signed an executive order mandating a comprehensive reform of the U.S. defense acquisition system, citing years of “misplaced priorities and poor management.” The order aims to accelerate defense procurement and revitalize the defense industrial base, prioritizing speed, flexibility, and innovation.

The executive order, released Wednesday, emphasizes the need for the U.S. military to maintain its “most lethal warfighting capabilities” and recognizes the defense acquisition workforce as a “national strategic asset.”

Trump’s order directs the Secretary of Defense to implement significant changes within the Department of Defense (DoD) to streamline processes and ensure the rapid delivery of state-of-the-art technologies.

Accelerated Acquisition Processes: The DoD must prioritize the use of existing authorities to expedite acquisitions, including commercial solutions and Other Transactions Authority.

Workforce Reform: A plan to restructure, right-size, and train the defense acquisition workforce, with an emphasis on performance metrics that incentivize innovation and risk-taking.

Regulatory Review: A review of DoD regulations to eliminate unnecessary rules and promote streamlined acquisitions, adhering to a “ten-for-one” rule for any new regulations.

Major Defense Acquisition Program (MDAP) Review: A comprehensive review of all MDAPs to identify programs that are behind schedule, over budget, or fail to meet key performance parameters, with potential cancellations.

Joint Capabilities Integration and Development System Review: An overhaul of the Joint Capabilities Integration and Development System to streamline and accelerate requirements development.

Configuration Steering Board: A formal steering board to manage risk for all aquisition programs.

The order mandates specific deadlines for the Secretary of Defense to submit reform plans to the President, with some deadlines as short as 60 days.

“America’s defense industrial base is central to this effort,” the executive order states, emphasizing the importance of modernizing the acquisition system to maintain a military edge.

The order also calls for the establishment of field training teams, led by senior acquisition executives, to guide and assist program teams in implementing innovative acquisition authorities.

The comprehensive review of MDAPs is particularly significant, with programs exceeding 15% behind schedule or over budget facing potential cancellation. The order also directs a review of all major systems that are not MDAPs.
