President Donald Trump has signed an executive order establishing the National Energy Dominance Council (NEDC), a high-level advisory body tasked with advancing America’s energy independence and leadership on the global stage.

The council, which will operate within the Executive Office of the President, aims to streamline energy production, reduce regulatory burdens, and position the United States as the world’s dominant energy producer.

The executive order, titled Establishing the National Energy Dominance Council, underscores the administration’s commitment to leveraging America’s vast natural resources and technological innovation to drive economic growth, create jobs, and enhance national security.

“America is blessed with an abundance of natural resources and is a leader in energy technologies and innovation,” the order states. “We must expand all forms of reliable and affordable energy production to drive down inflation, grow our economy, create good-paying jobs, and restore peace through strength.”

The order emphasizes the importance of utilizing domestic energy resources—including crude oil, natural gas, coal, uranium, biofuels, and critical minerals—to reduce reliance on foreign imports, lower energy costs for consumers, and strengthen the nation’s geopolitical influence.

The NEDC will be chaired by the Secretary of the Interior, with the Secretary of Energy serving as Vice Chair. The council will include senior officials from across the federal government, including the Secretaries of State, Defense, Treasury, Commerce, and Transportation, as well as the Administrator of the Environmental Protection Agency and the Director of the Office of Management and Budget.

The council’s primary functions include:

  1. Advising the President on strategies to increase energy production and achieve energy dominance.
  2. Improving Processes for permitting, production, distribution, and export of all forms of American energy, including critical minerals.
  3. Developing a National Energy Dominance Strategy to cut red tape, enhance private-sector investments, and eliminate unnecessary regulations.
  4. Facilitating Cooperation between the federal government and private-sector energy partners.
  5. Raising Awareness of the importance of reliable energy, technological advancements, and the economic and national security benefits of energy dominance.

Within 100 days of the order’s signing, the NEDC is tasked with delivering a comprehensive plan to:

  • Increase electricity capacity and approve the construction of natural gas pipelines in underserved regions, such as New England and California.
  • Reopen closed power plants and accelerate the deployment of Small Modular Nuclear Reactors (SMRs).
  • Identify and eliminate practices that raise the cost of energy for consumers.
  • Consult with state, local, and Tribal governments, as well as private-sector stakeholders, to gather feedback on expanding energy production.

The executive order highlights the role of innovation in achieving energy dominance, particularly in emerging technologies such as artificial intelligence and advanced nuclear reactors. By fostering a regulatory environment that encourages private-sector investment, the administration aims to revitalize American manufacturing, create high-paying jobs, and reduce the national debt.

“By utilizing our amazing national assets, we will preserve and protect our most beautiful places, reduce our dependency on foreign imports, and grow our economy—thereby enabling the reduction of our deficits and our debt,” the order states.
