The Trump administration is relaunching the Victims of Immigration Crime Engagement (VOICE) Office, a move that highlights its commitment to addressing the consequences of illegal immigration.
Homeland Security Secretary Kristi Noem is re-establishing the VOICE Office, which provides support services to victims of crimes committed by individuals who are in the country illegally and to their families.
The Biden administration discontinued the office in June 2021.
During a press briefing on Wednesday, Secretary Noem stated, “I met with Angel Families who lost a loved one because of an illegal alien who should never have been in our country. The previous administration ignored these families and the other victims of illegal alien crime.”

She emphasized that the re-launch of the VOICE Office will provide these families with access to resources and support.
Services Offered by the VOICE Office:
The VOICE Office will offer various services to victims of migrant crime, including:
- Helping victims understand the immigration enforcement and removal process.
- Assisting victims in enrolling in automated custody status information systems for criminal migrants in ICE custody.
- Providing victims and their families with information about the history of illegal migrants involved in crimes against them.
- Directing victims to opportunities to provide victim impact statements.
- Connecting victims with social service professionals and other relevant resources.
The VOICE Office was originally created in 2017 during the first Trump administration to serve as a resource for those victimized by illegal migrants and other foreign nationals.

Noem highlighted several high-profile crimes allegedly committed by illegal migrants, which have contributed to the decision to reinstate the VOICE Office:
- The sexual abuse and killing of Jocelyn Nungaray in Houston in June 2024.
- The murder of Laken Riley in Georgia in February 2024.
Noem said that Alexis Nungaray, Jocelyn’s mother, will be among the “angel parents” attending Secretary Noem’s relaunch event.
Other attendees included Sabine Durden-Coulter and Tammy Nobles, whose children were also victims of crimes allegedly committed by illegal migrants, and Amanda Kiefer, a victim of a violent crime committed by an illegal migrant.
Secretary Noem stated, “President Trump and I will continue to remove criminal illegal aliens from our streets and make America safe again.”
