The Trump administration announced a temporary suspension of federal grant, loan, and financial assistance programs, effective 5 p.m. ET Tuesday, to allow time for a comprehensive review of federal funding priorities. The move, detailed in a memo from the White House Office of Management and Budget (OMB), seeks to align spending with the administration’s policies and priorities.

According to the OMB memo, the suspension is intended to provide federal agencies with time to evaluate their programs and ensure funds are being used in a manner consistent with the administration’s goals.

The memo states that the review will focus on programs related to foreign aid, non-governmental organizations, Diversity, Equity, and Inclusion (DEI) initiatives, gender ideology, and elements of the Green New Deal.

The pause, however, excludes financial assistance provided directly to individuals.

Deadline for Review: Federal agencies must submit detailed information on affected programs, projects, or activities by February 10.

Scope of Suspension: The OMB directive temporarily halts the obligation or disbursement of funds for impacted programs to the extent permitted by law. The administration has emphasized that this pause will help refocus funding priorities in line with President Trump’s agenda.

Exclusions: Assistance provided directly to individuals is not impacted by the suspension, according to the memo.

The directive has led to uncertainty in Washington, with some questioning the scope and implications of the funding freeze. Brian Riedl, a senior fellow at the Manhattan Institute, told the Washington Post that the suspension could impact tens of billions of dollars in payments.

“The funding delays are going to prove very difficult for grantees under the impression the money is coming, and have rent and salary payments dependent upon it,” Riedl said. “It seems like a very big deal.”

While the administration says the pause is temporary and aims to improve efficiency, critics argue it risks creating financial strain for organizations awaiting federal support. Agencies must meet the February 10 deadline to provide program details for review, after which decisions on funding allocations will be made.

The move reflects a broader effort by the Trump administration to reexamine federal spending priorities and redirect resources toward initiatives aligned with the president’s agenda. However, its potential impact on grantees and program beneficiaries has sparked significant debate.
