MARION COUNTY, Fla. – Three separate indictments have been filed against Devin Joseph Rivera, Rickey Lee Miller, Jr., and Obdy Mencia Guerrero, all from or living in Ocala, Florida.
They are each charged with attempted enticement of a minor to engage in sexual activity. Additionally, Mencia Guerrero, a Honduran citizen, has been charged with illegal re-entry into the United States.
Devin Joseph Rivera (24): Rivera engaged in sexually explicit conversations with an undercover agent posing as a 13-year-old girl online. He arranged to meet the ‘girl’ for sex and was arrested upon arrival.
Rickey Lee Miller, Jr. (45): Miller contacted an undercover detective posing as a 15-year-old girl and initiated sexually explicit conversations. He arranged a meeting with the ‘girl’ and his friend, and was arrested at the meeting point.

Obdy Mencia Guerrero (40): Mencia Guerrero communicated with an undercover deputy posing as a 14-year-old girl, acknowledging her age and suggesting sexual activity.
He was arrested when he arrived to meet the ‘girl.’ Mencia Guerrero has been deported from the U.S. four times previously.
If convicted, each defendant faces a minimum of 10 years and up to life in federal prison for the enticement charge. Mencia Guerrero could also face an additional 2 years for illegal re-entry.

All three individuals are currently in custody.
These cases were investigated by multiple law enforcement agencies and are part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse.
The U.S. Attorney’s Office protects children and prosecutes those who seek to harm them.
