St. Petersburg Child Sex Offender Faces New Charges Of Enticing Minor, Distributing CSAM

A convicted child sex offender from St. Petersburg is facing new federal charges of attempting to entice a minor into sexual activity and distributing child sexual abuse videos.

U.S. Attorney Roger B. Handberg announced that a federal grand jury has indicted 46-year-old Joshua Andrew Finley. If convicted, Finley faces a minimum of 15 years and up to life in prison, plus an additional 80 years, and a potential lifetime of supervised release.

Finley has previous convictions for child sex offenses. In 2009, he was convicted in federal court in Wisconsin for interstate travel to engage in illicit sexual conduct with a minor. In 2023, he was convicted in Florida state court for possessing child sexual abuse materials.

According to the superseding indictment, Finley attempted to entice a minor to engage in sexual activity and distributed child sexual abuse videos online. He is currently in custody awaiting trial, which is scheduled for May 5, 2025.

The case was investigated by multiple agencies, including the Federal Bureau of Investigation, the St. Petersburg Police Department, the Pinellas County Sheriff’s Office, and the Lee County Sheriff’s Office. Assistant United States Attorney D. Rodney Brown is prosecuting the case.
