ST. PETERSBURG, Fla. – The Department of Children and Families contacted St. Petersburg Police to assist with an investigation into a non-verbal 22-year-old intellectually disabled man, who was found living in squalor behind a house in St. Petersburg.
The victim was forced to sleep outside and sometimes stayed in a makeshift hut in the backyard. He was not allowed inside the house and had not bathed. He was covered in feces.
The victim’s caretaker, Jeffeth Garvey, 56, was charged with neglect of a disabled adult.

Garvey’s live-in girlfriend, Antoinette Mundy, 59, was also charged with neglect of a disabled adult.
“We cannot provide the address of the house or the relationship between the arrested and the victim due to F.S.S. 119,” said St. Petersburg Police.
