A coalition of 18 state Attorneys General has sent a letter to Congressional leadership, urging further investigation into the federal government’s response to the COVID-19 pandemic and calling for accountability for potential misconduct by high-ranking officials, including Dr. Anthony Fauci.
The letter, dated February 5, 2025, highlights concerns over transparency, scientific integrity, and the erosion of public trust in health institutions during the pandemic.
The Attorneys General commended the work of the House Select Subcommittee on the Coronavirus Pandemic, chaired by Rep. Brad Wenstrup, for its comprehensive report on the pandemic response.

The report, released in December 2024, identified several areas of potential wrongdoing and mismanagement, including:
The report suggests that Dr. Fauci and other officials may have misled the public about the origins of COVID-19. Specifically, it alleges that Dr. Fauci promoted the “Proximal Origin” theory to discredit the lab leak hypothesis, despite growing evidence supporting the latter. Additionally, the report claims that Dr. Fauci misled Congress about the National Institutes of Health’s (NIH) funding of gain-of-function research at the Wuhan Institute of Virology, contradicting his sworn testimony.
The report also highlights significant lapses in NIH oversight, particularly regarding grants awarded to EcoHealth Alliance, which facilitated gain-of-function research in Wuhan. The Attorneys General expressed concern that American taxpayer dollars were used for this research without adequate scrutiny.

The report criticizes Dr. Fauci and other officials for stifling dissenting voices and failing to provide the public with critical information about vaccine risks, including myocarditis, pericarditis, blood clots, and potential impacts on fertility. The Attorneys General argue that these actions contributed to a loss of public trust in health institutions.
The letter also addresses former President Joe Biden’s sweeping pardon of Dr. Fauci, issued shortly after the release of the Subcommittee’s report. The pardon, which covers any offenses Dr. Fauci may have committed during his tenure as Director of the National Institute of Allergy and Infectious Diseases (NIAID) and as a member of various COVID-19 task forces, has drawn sharp criticism from the Attorneys General.

“To say we are troubled by the scope and timing of the pardon—on the heels of the Subcommittee’s Final Report—would be a gross understatement,” the letter states. The Attorneys General emphasize that Biden’s pardon does not preclude state-level investigations or legal proceedings, and they urge Congress to provide any pertinent findings that could support state-level actions.
“We are fully committed to investigating any malfeasance that may have occurred to the fullest extent of our authority and are prepared to collaborate with you in further efforts,” the letter states.
