Texas Majority PAC, which received millions in seed funding from George Soros, has quietly but rapidly ramped up its operation to elect Democrats in Texas, new campaign finance filings show.

The PAC spent over $5 million between July 1 and Sept. 26, a dramatic increase from the low six-figure disbursements the group was sending out when it first launched, according to state records. Soros provided roughly half of the $4.4 million Texas Majority PAC raised between July and September, a haul that comes as control of the House could hinge on a handful of close congressional races in the state and as Democratic Senate nominee Colin Allred closes the polling gap with Republican Sen. Ted Cruz.

“George Soros and the Democrats have known for years that if they flip Texas they change the course of our country forever, and that starts with unseating Sen. Cruz,” a Cruz campaign spokesperson told the Daily Caller News Foundation. “The stakes could not be higher. Soros will continue flooding the State with outside money, which is why Texans need to show up on November 5th to hold the line and ensure that Texas remains our nation’s conservative stronghold.”

Cruz leads Allred by just 3.6 points in FiveThirtyEight’s most recent average of polls. Allred has closed the gap considerably in recent months, as he trailed Cruz by an average of more than 6 points in June.

The Dallas County Democrats were among the biggest beneficiaries of Texas Majority PAC’s spending, taking in about $1 million in the approximately three months covered by the most recent campaign finance disclosures. The county party is actively working to register voters, funding get-out-the-vote efforts, phone banking and door knocking.

The investment in Dallas County could have huge returns for Texas Democrats as it provided the party with a net 291,500 votes during the 2020 presidential election, according to voting data compiled by The New York Times.

Much of the Soros-backed PAC’s spending is targeted at majority Hispanic counties that have shifted heavily toward Republicans in recent election cycles. Texas Majority PAC between July and September poured over $1 million into the Democratic parties of CameronHidalgo and El Paso counties, all of which are majority Latino per the most recent Census data.

Hidalgo and Cameron County both shifted at least 20 points to the right between 2016 and 2020 whereas El Paso County became 7.1 points more Republican during the same period, election data shows. Hidalgo and Cameron counties also overlap with Texas’ 14th and 34th Congressional Districts, two of the closest House races in the state, according to the Texas Tribune.

Republicans have been consistently gaining support among Latinos over the past three election cycles. In 2016, Republicans received 28% of the Hispanic vote, a figure that increased to 32% in 2020 and increased again to 39% in 2022, according to CNN exit polls.

Soros’ philanthropic network spent tens of millions of dollars funding left-of-center Latino advocacy and political mobilization efforts in 2022. Organizations funded by Soros included Equis Labs, which produced multiple reports advising Democratic campaigns on how to best appeal to Spanish-speaking or Latino voters, and the Latino Victory Project, a group that works to elect more “progressive Latino elected officials.”

Soros also provided financial backing for Latino Media Network’s acquisition of 18 Spanish-language radio stations operating across the country, prompting some conservative hosts to leave their shows over editorial concerns.

“It is no surprise donors like George Soros would be nervous about continuing to lose Hispanic voters cycle after cycle,” Republican Florida Sen. Rick Scott previously told the DCNF. “Today’s Democrat Party is all in for more government control and a socialist agenda. Many Hispanic voters understand the dangers of socialism from first-hand experiences and that doesn’t bode well for Democrats.”

A New York Times/Siena University poll conducted in September had former President Donald Trump winning 42% of the Latino vote, though an August survey conducted by UnidosUS and BSP Research had him with just 31% support among Hispanics.

Texas Majority PAC spent $735,000 on consultants to improve its canvassing ability, records show. Canvassing is a term that refers to engaging with potential voters through operations like door-to-door campaigning or coordinated phone calls. The PAC gave an additional $700,000 to the Bexar County Democrats, a county that netted Democrats roughly 140,000 votes in the 2020 presidential election.

Texas Majority PAC did not respond to the DCNF’s request for comment.
