PASCO COUNTY, Fla. – Shumaker Partner Matthew E. Maggard, also the City Attorney for Zephyrhills, played a key role in attracting MiTek, a Missouri-based construction equipment manufacturer, to Pasco County. MiTek plans to invest $80 million in a new facility in Zephyrhills, creating 150 jobs.
Maggard assisted by preparing an Economic Incentive Agreement that made Pasco County more attractive to MiTek than other locations. Shumaker opened its Pasco office to support the community’s growth, and they are proud to help bring new investments and high-paying jobs to the area.
Shumaker Partner Michele Hintson, Chair of the Pasco Economic Development Council, leads the Ready Sites Program, which markets shovel-ready land to attract new companies. Shumaker has assisted in bringing two major manufacturers, Bauducco Foods and MiTek, to Pasco in less than a year.

The Ready Sites Program streamlines the process for manufacturers to move to Pasco, making it a more desirable location. MiTek plans to break ground later this year and begin operations in early 2026.
“Matthew’s dedication to promoting economic development in Pasco County is not only attracting new businesses but also creating a thriving job market. His significant efforts are paving the way for a brighter future, where opportunity and growth are within reach for all,” Michele shared.
