Senate Republicans are racing against the clock as they set an ambitious three-week timeline to advance President Donald Trump’s sweeping legislative agenda, with a strong focus on tax cuts, border security, and government spending.
On Monday, Senate Majority Leader John Thune (R-SD) announced that the Senate aims to adopt a compromise budget resolution with the House of Representatives by April 11, a key step in unlocking the budget reconciliation process — a filibuster-proof path to enacting Trump’s top priorities.

“We have been hard at work on legislation to extend the tax relief we passed during Trump’s first term and to make a transformational investment in our border and national security,” Thune said on the Senate floor. “And those efforts will accelerate over the next three weeks.”
The urgency from Senate leadership follows mounting pressure from House Republicans, who earlier on Monday issued a joint statement calling on the Senate to “move faster” on enacting the president’s agenda.
“The American people gave us a mandate, and we must act on it,” House GOP leaders wrote. “We encourage our Senate colleagues to take up the House budget resolution when they return to Washington.”
House Republicans have signaled their willingness to pass a compromise budget blueprint within the same three-week window. Their initial resolution has already passed, but differences between House and Senate proposals must now be reconciled. The final version would pave the way for a sweeping tax and spending bill later this year.

Senate Republicans are expected to tweak the House budget to allow for a permanent extension of the 2017 Trump tax cuts, which are currently set to expire in 2026. Failure to act could result in automatic tax increases for millions of Americans.
In addition to tax reform, GOP lawmakers are seeking to:
- Boost funding for Immigration and Customs Enforcement (ICE) to fast-track deportations,
- Increase defense spending in light of rising global tensions,
- Expand oil and gas leases to ramp up domestic energy production,
- Eliminate taxes on tips, overtime pay, and Social Security benefits.
These policies form the backbone of Trump’s second-term legislative strategy and are considered vital to maintaining GOP momentum ahead of the 2026 midterm elections.
Despite unified public messaging, not all Senate Republicans are fully on board. Senators Ron Johnson (R-WI) and Mike Lee (R-UT) have expressed skepticism over the House’s version of the budget resolution, arguing it falls short on spending cuts.
Their support for a compromise bill may hinge on deeper reductions in federal expenditures.
The budget reconciliation process is crucial for Republicans to bypass the 60-vote filibuster threshold in the Senate. But without a unified compromise between both chambers, the process could stall — delaying implementation of key aspects of Trump’s platform.

Republicans fear that any delay in passing the reconciliation bill could push implementation too close to the midterms, potentially undercutting Trump’s ability to demonstrate legislative wins to voters.
Speaker Mike Johnson, along with other top House Republicans including Majority Leader Steve Scalise, Whip Emmer, and Rep. Lisa McClain, emphasized their unity and urgency in a statement posted to X on March 24.
“We took the first step by passing a budget resolution weeks ago,” the statement read. “We look forward to the Senate joining us in this commitment to enact President Trump’s full agenda.”
With a tight window and a long legislative to-do list, the next three weeks will be pivotal in determining whether Republicans can deliver on Trump’s campaign promises — and whether they can do so in time to influence the political landscape before the 2026 elections.
