Russia has declined to block the transit of Iranian supplies to Hezbollah via Syria, complicating any ceasefire negotiations.
Russian Presidential Envoy to Syria Alexander Lavrentyev stated on Wednesday that it is the responsibility of Lebanese and Syrian authorities to monitor and prevent the transfer of Iranian weapons—a task these authorities are neither willing nor able to execute effectively.
This stance follows Israeli efforts to secure Russian cooperation in preventing the rearming of Hezbollah through Syrian channels.

Israeli Strategic Affairs Minister Ron Dermer had recently met with Russian officials to discuss the ceasefire agreement, seeking guarantees that the Syrian regime would halt the flow of Iranian arms to Hezbollah.
However, it remains unlikely that Russia would take steps to prevent these transfers, as Russian forces in Syria have previously allowed Iranian supplies to pass through to Lebanon.
