Russia Nearly ‘Completely Reconstituted Militarily’ As Ukraine Faces Ammo Shortages

A top US official warned Wednesday that Russia’s military has practically restored to its pre-war strength, as Ukrainian authorities are concerned that no country has the means to develop Kyiv’s forces.

“We have assessed over the course of the last couple of months that Russia has almost completely reconstituted militarily,” said Deputy Secretary of State Kurt Campbell at an event hosted by the Center for a New American Security, reported by Defense News.

Campbell’s view appears to contradict that of the Pentagon and America’s allies in Europe.

According to Defense News, Secretary of Defense Lloyd Austin stated at a summit of countries supporting Ukraine late last month that Russia had lost more than 315,000 people in the conflict.

Russian forces have advanced, and with a decline in American supplies, Ukraine is facing ammunition shortages on the front lines.

Defense Spending Surge

Russia has witnessed a surge in defense spending since 2022 to bolster its military capabilities. In its 2024 budget, the country allocated up to 6% of its national GDP to defense, signaling a concerted effort to prioritize its defense industry and transition into a wartime footing.

This rise in defense spending is part of the Kremlin’s broader strategy to revitalize its economy.

International Support

Russia’s success in rebuilding its military is not solely attributed to its own efforts. International support, particularly from China, North Korea, and Iran, has played a pivotal role.

China, in particular, has stepped in to help Russia restore its defense industrial base. This support has filled the trade gap left by European partners when Russia invaded Ukraine.

Implications for Global Security

The resurgence of Russia’s military has significant implications for global security dynamics. Here, we explore the potential consequences of Russia’s military rebuilding efforts.

Increased Pressure on Ukraine

Russia’s military rejuvenation has added pressure to the Ukrainian government, which has been forced to lower the draft age amid mounting losses on the front lines. Ukraine continues to rely on a substantial infusion of aid from the United States, which is currently held up in Congress.

The delayed aid has led to rationing of ammunition and air defense, but Ukraine’s armed forces have managed to hold the line thus far.

Shifting Power Balance

Russia’s military resurgence has the potential to alter the power balance in various regions. With increased defense spending and a revitalized defense industry, Russia is positioning itself as a major player on the global stage.

This shift in power dynamics has implications for neighboring countries in Europe, the Asia Pacific, the Middle East, Africa, and the Americas.

Potential for Escalation

The reconstitution of Russia’s military raises concerns about the potential for escalation in international conflicts. As Russia bolsters its military capabilities, it may be more inclined to engage in aggressive actions, as witnessed in Ukraine.

This could lead to increased tensions and potential conflicts, particularly in regions where Russia has strategic interests.

Regional Alliances and Responses

The resurgence of Russia’s military has prompted regional alliances and responses from other countries. NATO and its European member states have been monitoring Russia’s military rebuilding efforts closely and have taken measures to enhance their own defense capabilities.

Additionally, countries in the Asia Pacific region, such as Japan and South Korea, are also reassessing their defense strategies in light of Russia’s military resurgence.
