Putin Open To Negotiate With U.S. On Ukraine, Maintains Demands For Ukraine’s Capitulation

Russian President Vladimir Putin reiterated on Monday that the Kremlin remains open to negotiations with the United States regarding the ongoing war in Ukraine. However, Putin underscored that Russia’s conditions for any peace agreement remain unchanged and continue to demand Ukraine’s full capitulation.

During a meeting of the Russian Security Council, Putin and Russian Foreign Minister Sergei Lavrov emphasized their willingness to engage with the U.S. presidential administration under President Donald Trump.

Putin stated that any potential settlement must “eliminate the root causes” of the conflict, which Lavrov previously defined as NATO’s alleged violation of non-expansion commitments and the Ukrainian government’s treatment of ethnic Russians.

Lavrov, speaking in December 2024, claimed that Ukraine’s policies have marginalized Russian language, media, and culture, contributing to the hostilities. Putin and other senior Kremlin officials have consistently reiterated in recent weeks that Russia will not accept any compromise on demands made before the full-scale invasion in 2022.

Key Russian Demands:

  • Ukraine must remain permanently neutral and forego NATO membership.
  • Severe limitations must be imposed on the size and capabilities of the Ukrainian military.
  • The current Ukrainian government must be removed and replaced with one more favorable to Moscow.

Putin previously stated that in 2021, then-U.S. President Joe Biden proposed a postponement of Ukraine’s NATO membership by 10 to 15 years. This statement suggests that NATO expansion was not the primary driver behind Russia’s decision to invade Ukraine in February 2022, despite Moscow’s repeated claims to the contrary.

The Kremlin’s continued insistence on Ukraine’s total surrender as a condition for peace talks raises skepticism about the feasibility of negotiations and signals Russia’s unyielding stance on its geopolitical ambitions.
