In a move aimed at safeguarding the integrity of women’s sports, President Donald J. Trump signed an executive order on February 5, 2025, titled Keeping Men Out of Women’s Sports. The order seeks to protect opportunities for women and girls to compete in safe and fair athletic environments by addressing the growing trend of biological males participating in women’s sports.
The executive order, rooted in the principles of Title IX of the Education Amendments Act of 1972, establishes a clear policy to ensure that women and girls are not deprived of equal opportunities in sports. It also aims to address concerns about safety, fairness, and privacy in athletic competitions.
“In recent years, many educational institutions and athletic associations have allowed men to compete in women’s sports,” the order states. “This is demeaning, unfair, and dangerous to women and girls, and denies them the equal opportunity to participate and excel in competitive sports.”

Key Provisions of the Order
- Rescinding Federal Funds for Non-Compliant Programs
The order directs the Secretary of Education to rescind federal funds from educational programs that allow biological males to compete in women’s sports. This includes enforcing Title IX protections to ensure that female athletes have equal access to athletic opportunities, locker rooms, and facilities. - Prioritizing Title IX Enforcement
The Department of Education, in coordination with the Department of Justice, will prioritize enforcement actions against educational institutions and athletic associations that deny female students equal opportunities by requiring them to compete against or share facilities with biological males. - Promoting Fairness in Athletic Policies
The Assistant to the President for Domestic Policy will convene representatives from major athletic organizations, governing bodies, and female athletes to develop policies that protect the fairness and safety of women’s sports. Additionally, State Attorneys General will be engaged to identify best practices for enforcing equal opportunities for female athletes. - International Advocacy for Women’s Sports
The Secretary of State is tasked with promoting international rules and norms that protect a sex-based female sports category. This includes advocating for changes to the International Olympic Committee’s standards to ensure that eligibility for women’s events is based on biological sex, not gender identity or testosterone levels. - Immigration and Entry Policies
The order also addresses immigration policies, directing the Secretaries of State and Homeland Security to review and adjust entry policies to prevent biological males from entering the U.S. to participate in women’s sports.
President Trump emphasized the importance of preserving the integrity of women’s sports, stating, “This executive order is about fairness, safety, and truth. Women and girls deserve to compete on a level playing field, free from the unfair advantages that biological males bring to women’s sports. We are standing up for the rights of female athletes and ensuring that their opportunities are protected.”
The order cites recent court rulings, including Tennessee v. Cardona and Kansas v. U.S. Department of Education, which have highlighted the importance of protecting biological women in educational and athletic settings. It also builds on previous executive actions, such as Executive Order 14168, which aimed to defend women from gender ideology extremism and restore biological truth in federal policies.
The executive order has sparked a range of reactions. Supporters argue that it is a necessary step to protect the rights and safety of female athletes, while critics claim it discriminates against transgender individuals. Advocates for women’s sports, however, have praised the move as a victory for fairness and equality.
