POLK COUNTY, Fla. – A Polk City man is facing charges after a Fort Meade couple reported substandard driveway work, triggering an investigation by the Polk County Sheriff’s Office (PCSO). Myer Roy Small, 51, was arrested on Wednesday, April 23rd, and charged with Failure to Secure Workers Compensation Insurance and Conducting Home Solicitation without a Permit.
The investigation began in late February when the Fort Meade couple contacted PCSO, detailing their negative experience with a driveway paving job. According to their report, Small approached them in December, claiming his company, Road Pros Asphalt, LLC, had leftover asphalt and offered to pave their driveway at a discounted price.

Trusting the offer, the couple paid Small for the work. However, the completed driveway was of poor quality, and subsequent attempts by the victims to contact Small were unsuccessful.
PCSO detectives were able to connect with Small and discovered that his limited liability company, Road Pros Asphalt, LLC, had been formally dissolved in September of 2024, months before he approached the Fort Meade couple.
In a positive turn for the victims, they received a full refund of their $40,000 payment on March 18th. Despite the reimbursement, PCSO detectives continued their investigation.
Their inquiries revealed that Small was allegedly operating without the legally required workers compensation insurance for his employees. This discovery led detectives to obtain an arrest warrant.

Approximately one week ago, Small was apprehended in Clermont County, Ohio, and subsequently extradited to Polk County. He was officially booked into the Polk County jail on Wednesday.
“This situation highlights the importance of due diligence,” stated a PCSO spokesperson. “A simple online search can often reveal valuable information about a company’s reputation and past dealings.”
“Please let this be a reminder to always research businesses and workers before hiring them. An online search of “Road Pros Asphalt” shows numerous scathing reviews of the business and their work,” said Polk County Sheriff’s Office. “An online search of “Myer Small mugshot” returned a previous arrest in another state for similar crimes.”
