HILLSBOROUGH COUNTY, Fla. – A Polk City man has been indicted on federal charges of child sex abuse material and possession of obscene visual depictions of minors engaging in sexually explicit conduct.
James Oxley, 52, faces a maximum penalty of 40 years in federal prison for transporting child sex abuse material and up to 20 years for the possession and AI offenses.

The indictment alleges that Oxley entered the Tampa seaport on board a cruise ship from Mexico on December 22, 2024. During a search of his cellphone, U.S. Customs and Border Protection agents discovered images and videos of child sexual abuse material, including minors under 12 years of age. Oxley also possessed AI-generated images depicting minors engaged in sexually explicit conduct.
Oxley is a registered sex offender, having been previously convicted in 2012 of three counts of possessing images showing the sexual performance of a child.

This case is part of Project Safe Childhood, a nationwide initiative launched by the Department of Justice to combat child sexual exploitation and abuse.
