HERNANDO COUNTY, Fla. – Ryan Dunn, a former employee of the RAP House shelter for at-risk youth in New Port Richey, has been arrested in Hernando County and charged with three counts of sexual battery on a 15-year-old girl who was residing at the shelter.
According to the Pasco Sheriff’s Office, Dunn befriended the victim shortly after she arrived at the shelter in June. The offenses occurred in December, when Dunn repeatedly picked the victim up from her Pasco County school and took her to a hotel in Hernando County, where they engaged in sexual intercourse.

Dunn initially denied the allegations but later confessed to detectives. He was arrested on December 19th and charged with three counts of Sexual Battery on a Child (Older Than 12 But Less Than 18) by a Person in Familial or Custodial Authority. He is currently being held at the Hernando County Detention Center on a $45,000 bond.
The RAP House is a shelter for runaway and at-risk youth between the ages of 10 and 17. This incident has raised concerns about the safety of vulnerable youth in such facilities.

Instances of abuse:
On 12-12-2024, the victim advised that Dunn picked her up in front of her Pasco County school before classes started. They eventually wound up in Hernando County at the Quality Inn, located at 9373 Cortez Boulevard in Brooksville.
The victim advised Dunn attempted to have sexual intercourse with her at the hotel. Dunn then drove the victim back to school in Pasco County.
On 12-13-2024, the victim was once again picked up in front of the school by Dunn prior to classes starting. Dunn proceeded to drive the victim back to the same hotel in Brooksville. On this occasion, the victim advised they engaged in sexual intercourse. Dunn then drove the victim back to school.
On 12-16-2024, Dunn once again picked up the victim prior to the start of school. They ended up in a Walmart parking lot in Port Richey where they once again engaged in sexual intercourse in the backseat of his vehicle.
