PASCO COUNTY, Fla. – Pasco County is continuing its efforts to help residents recover and rebuild from the devastating impacts of Hurricanes Helene and Milton. The county is offering a new online tool to assist homeowners in flood zones with the permit application process for repairs and reconstruction.
The Substantial Improvement and Damage Tool guides homeowners through the process of completing the necessary paperwork, including estimating material and labor costs. This simplifies the process and helps ensure that homeowners meet the requirements for obtaining permits.

Pasco County is also reminding homeowners in flood zones to comply with Federal Emergency Management Agency (FEMA) regulations when making repairs or rebuilding. Failure to comply could result in citations and fines of up to $500 per day.
Failure to comply with FEMA regulations can have serious consequences, including:
- Probation or suspension from the National Flood Insurance Program (NFIP)
- Loss of access to federally regulated mortgages
- Ineligibility for federal grants, funding, and disaster recovery assistance
Homeowners who have not yet applied for permits or who have started repairs without permits are encouraged to use the online tool to complete the necessary forms. The tool can be accessed on the Pasco County website.
