Protecting American Consumers Together (PACT), a national advocacy and educational organization, has unveiled a major campaign to address exploitative practices within the personal injury legal system. The initiative, backed by a $10 million investment, targets so-called “billboard attorneys” known for aggressive tactics that drive up costs for Americans and erode trust in the legal system.
The campaign, which kicks off with a significant advertising push in Georgia, aims to support legislation combating lawsuit abuse while raising awareness about the harmful effects of these practices, according to PACT.

PACT plans to highlight stories of individuals who have faced increased debt and limited options for fair settlements due to the actions of predatory personal injury lawyers.
Lauren Zelt, PACT’s Executive Director, emphasized the organization’s commitment to reform, stating, “PACT is ready to hit the ground running, laser focused on delivering commonsense reforms to protect consumers, lower costs, and stand up for small businesses that have been victimized by the personal injury system.”
The multi-faceted campaign includes targeted TV and digital ads exposing harmful legal practices, educational efforts to inform consumers about their rights, and policy advocacy to promote transparency and fairness in the legal system. By addressing legal abuses that inflate everyday expenses, PACT aims to lower costs for families and restore confidence in the justice system.

To bolster its efforts, PACT has appointed three new members to its Board of Directors: Paul Renner, a seasoned lawmaker; Jessica Schmor, an expert in healthcare fraud investigation; and Tim Capowski, a veteran of insurance fraud litigation. Their diverse expertise will strengthen PACT’s ability to advocate for meaningful reforms.
The campaign comes at a time when concerns about lawsuit abuse and its impact on consumers and small businesses are growing. PACT’s initiative seeks to empower individuals with knowledge about their rights while pushing for legislative changes that curb exploitative practices.
