NEW ORLEANS, La. – Crimestoppers Greater New Orleans (GNO) and the U.S. Marshals Service New Orleans Task Force concluded their annual Operation Boo Dat 2024, which ran from October 22, 2024, to January 18, 2025. The operation resulted in 51 arrests, including 16 individuals for felony sex offender registration violations and 21 fugitives wanted for felony sex-based offenses.
Additionally, a missing and endangered 13-year-old girl was recovered, leading to the arrest of a 16-year-old male allegedly involved in juvenile gang activity.

The operation involved a collaborative effort with multiple law enforcement agencies, including the New Orleans Police Department (NOPD), Orleans Parish Sheriff’s Office, Jefferson Parish Sheriff’s Office, Kenner Police Department, and several others, alongside federal agencies such as Homeland Security Investigations (HSI).
Some of the significant outcomes of the operation include:
- Nov. 1, 2024: The arrest of Kevin Dubon-Carrasco in Metairie on charges of sexual battery, indecent behavior with juveniles, and domestic abuse battery-child endangerment. Dubon-Carrasco, accused of victimizing an 8-year-old child, was also charged with immigration violations.
- Nov. 6, 2024: Michael K. Brooks was apprehended in New Orleans after a three-hour standoff. Brooks was wanted on charges of aggravated battery by shooting, home invasion, and first-degree rape, as well as an aggravated assault warrant from Arkansas.
- Nov. 13, 2024: The recovery of a 13-year-old runaway in Chalmette. The girl, who had a history of running away and prior allegations of sexual abuse, was found with suspected gang members. A 16-year-old male was taken into immigration custody following her recovery.
- Nov. 19, 2024: Jose Briseno-Molina, wanted in Texas for aggravated sexual assault of children under 13, was arrested in Jefferson Parish. Authorities allege he planned to flee to Mexico.
- Dec. 4, 2024: Ashley Karl Carambat was arrested in Alabama on charges of producing pornography involving juveniles under 13 and aggravated crimes against nature. Her arrest followed a lead developed by the task force.
- Dec. 19, 2024: Jalil Jonas Williams, wanted for second-degree murder and other violent offenses, was apprehended at the New Orleans Bus/Train Station. Williams was a person of interest in multiple armed robberies.
- Dec. 20, 2024: Parnell Wilson, wanted for two counts of first-degree rape of an 8-year-old girl, was arrested after evading supervision in Tangipahoa Parish.
The operation also included sex offender compliance checks across Orleans, Jefferson, St. Bernard, and St. Tammany parishes. These checks involved officers visiting offenders’ registered addresses to verify residency. Several arrests for failure to register or update sex offender information were made, many based on Crimestoppers GNO tips.

Crimestoppers GNO played a pivotal role by releasing a photo spread of 31 fugitives. This initiative resulted in the arrests or clearing of 11 fugitives, while 20 remain at large. Rewards are available for information leading to their arrests.

The success of Operation Boo Dat 2024 underscores the importance of interagency collaboration and community support in addressing violent crime and protecting vulnerable populations. The public is encouraged to report information on the remaining fugitives to Crimestoppers GNO.
