A former Department of Homeland Security official who worked under former President Barack Obama appeared Wednesday on Fox News and condemned the Biden administration for sending billions of dollars to non-governmental organizations (NGOs) he says are facilitating the entry of illegal migrants.
During an appearance on “The Ingraham Angle,” Charles Marino said that NGOs under the Biden administration were involved in “the largest human trafficking” operation in the United States.

“Let’s also remember that 350,000 missing unaccompanied minors were facilitated by these NGOs. There should be outrage here, not only from the American people, but by Congress,” Marino said. “There needs to be an investigation forthwith to bring these CEOs to Congress and find out exactly what was going on. But for the American taxpayer to have to send billions of dollars to these NGOs to facilitate the entry of illegals into this country to include criminals and terrorists is unacceptable.
Marino also said that these NGOs might be working for Mexican cartels.
“What they need to know is the role that they’ve been playing the past four years at the request of the Biden administration, specifically with the Department of Homeland Security and the Department of Health and Human Services,” Marino said. “They may have been working directly for the Mexican cartels.”
At her inaugural briefing on Tuesday, White House Press Secretary Karoline Leavitt responded to a question from the Daily Caller’s White House correspondent Reagan Reese about whether President Donald Trump planned to “permanently terminate funding for NGOs like Catholic Charities that facilitate the entry of illegal foreign nationals.” Leavitt said that the President indeed intended to do so, citing an executive order he signed that tackles this issue.

In June 2023, NewsNation reported that illegal migrants were entering cities like New York with assistance from charities and religious nonprofits, with organizations like the Lutheran Immigration and Refugee Service receiving more than $93.1 million in government grants in 2021, accounting for roughly 80% of its funding. Homeland Security Secretary Kristi Noem announced Wednesday that the department would cease grant funding to NGOs that misuse their resources to assist in illegal migration into the U.S.
In October 2024, the Daily Caller learned from sources that, during the Biden-Harris administration, a group of NGOs was working in tandem with government agencies to help resettle migrants in the U.S. The data from the USA Spending database reports a significant rise in federal expenditures on loans, grants, and contracts related to the word “immigrant” since 2020.
