New York City is providing financial assistance and gift cards to illegal immigrants residing in city-run shelters to encourage them to secure permanent housing.
The Asylee Moveout Assistance (AMA) program, piloted by the NYC Department of Homeless Services (DHS) since December 2023, offers eligible families $4,000 in cash and up to $1,000 in gift cards for housing and moving expenses.
The program aims to address the challenges faced by illegal immigrants and pregnant women in finding stable housing, covering costs such as security deposits, rent, and essential household items.

While not a citywide initiative, the pilot program is being implemented in select DHS shelters. Migrants who have identified permanent housing and meet the eligibility criteria can receive this financial assistance.
Funding for the program comes from existing agency funds, not city funding. Migrants who return to shelters after receiving assistance are not eligible for further payments.

The influx of migrants to the sanctuary city of New York since 2022 has placed a significant strain on the city’s resources, with over 65,000 migrants currently under the city’s care. The AMA program is one of several initiatives aimed at alleviating this pressure and helping migrants transition to more stable living situations.
