In the bustling city of Las Vegas, where the glitz and glamour of the Strip often overshadow the realities of everyday life, a shocking incident unfolded in the quiet suburban neighborhood of the west valley.
This tragic event, which claimed the life of an unarmed man, has left the community searching for answers and grappling with the aftermath of a senseless act of violence.
On a seemingly ordinary Monday evening, gunfire shattered the tranquility of the 2200 block of Starlin Meadow Place.

According to the police reports, the incident occurred around 7:07 pm, near the intersection of Lake Mead and Rampart boulevards.
The victim, a man in his 40s, was identified as Joe Moreno, a resident of the area who had been living with his dating partner at the time.
The details surrounding the incident are complex, with conflicting accounts and witness statements painting a muddled picture of what transpired. The alleged shooter, 32-year-old Eddie Moreno, claimed that he had returned home from a family event and noticed his neighbor, Joe, “looking into his backyard.” Eddie further stated that Joe appeared to be “acting aggressively and talking to himself.”
In the arrest report, Eddie asserted that his wife had handed him a gun, and he had warned Joe to leave the property, threatening to shoot him if he returned.
According to Eddie’s version of events, Joe then stood on a boulder, which was on his own property, and stepped towards Eddie with his hands in his pants. It was at this point that Eddie claimed he shot Joe, believing his life was in danger, according to 8NewsNow.
However, the police investigation revealed a different narrative. Detectives claimed that Joe was not seen standing on Eddie’s property or looking into his backyard, and the boulder in question was actually located on Joe’s own land.
Furthermore, they noted that Joe did not threaten to have a weapon on him, contradicting Eddie’s account.
The 911 call made by Eddie’s wife provided additional details to the case. In the arrest report, she claimed that Joe had exposed his genitals as he put his hands in his shorts. Interestingly, Eddie himself told the police that he did not recall seeing anything of the sort.
Another key piece of evidence came from a neighbor who informed the authorities that the entire incident had been captured on a Blink recording device.
The arrest report indicates that the video footage showed the altercation between Eddie and Joe, with Joe reportedly saying that Eddie was going to kill him, and Eddie responding that he did not care and that he was going to “murder him.”
The police’s investigation led them to conclude that Eddie’s actions were unjustified. They arrested him on charges of open murder with a deadly weapon, citing the lack of evidence that Joe was a threat to Eddie’s safety. The authorities also noted that they found no weapons on Joe’s person, further undermining Eddie’s claim of self-defense.

As the investigation unfolded, more details emerged about the victim, Joe Moreno. According to the reports, he had been involved in an argument with his dating partner prior to the fatal encounter, which had resulted in him being locked out of their shared residence. This context suggests that Joe may have been in a heightened emotional state, potentially contributing to the escalation of the confrontation with his neighbor.
Based on the investigation, Moreno was arrested for Open Murder and booked into the Clark County Detention Center.
The identification of the victim, as well as the cause and manner of death, will be released by the Clark County Coroner’s Office.
