PLANT CITY, Fla. – As investigation continued into the hit-and-run crash that took place on Saturday, September 15, 2023.
Plant City Police Department, Traffic Homicide Investigators were able to obtain video surveillance of what was believed to be the suspect vehicle involved in the crash.
With the video surveillance footage and recovered debris from the crash scene, a search for the vehicle took place.
On Monday, police say a vehicle matching the video footage and with a damage profile consistent with the crash was located parked in a local business parking lot.

The vehicle driver was located within the business and identified as Thomas A. Baynard, 39 years old of Mulberry, Florida. RELATED: 60-Year-Old Plant City Man Struck And Killed By Hit-And-Run Driver In Ford F-150
Baynard was interviewed and admitted to driving the vehicle in the area, during the date and time of the crash.
Baynard was placed under arrest and charged with Leaving the Scene of a Crash Involving Death.
Plant City Chief of Police James Bradford said, “It was through the investigating officer’s diligence that we were able to locate the suspect and his vehicle in this case. Our prayers for the family continue during this time of loss.”
