The charges allege that on April 2nd, Garcia De La Cadena and two other women presented themselves individually for admission into the United States at the Hidalgo International port of entry. All three are citizens and nationals of Mexico and possessed B1/B2 visitor visas. They were referred for secondary inspections.

The charges further allege that Garcia De La Cadena organized a trip for the women to travel to Houston to engage in prostitution. She is accused of paying for their transportation from Mexico and making arrangements for their travel from McAllen to Houston, where they were to meet unknown individuals and engage in paid sexual activity.

According to the complaint, Garcia De La Cadena instructed the women to enter the United States through separate pedestrian lanes at the port of entry to avoid raising suspicion.
