The Kremlin is trying to preemptively shape the terms of any potential “peace” negotiations with Ukraine before U.S. President-elect Donald Trump takes office. Russia’s latest statements suggest its goals remain unchanged, continuing to demand full Ukrainian capitulation.
There are no signs that the Kremlin intends to offer any new concessions to the incoming Trump administration compared to its stance with the current U.S. leadership.

Maria Zakharova, spokesperson for the Russian Ministry of Foreign Affairs, claimed on November 13 that Western officials are misleading the public about their intentions for peace in Ukraine.
She stated that true “peace” can only be achieved if the West halts all military support to Ukraine. This demand underscores Russia’s insistence that Western countries must end their assistance as a precondition for any talks, signaling an uncompromising stance from Moscow.
Russian Foreign Minister Sergei Lavrov echoed this hardline approach, suggesting that the start of Trump’s presidency will not alter the U.S. position on Ukraine.

Lavrov dismissed any proposals for a ceasefire or “frozen conflict,” describing them as even less favorable than the Minsk Agreements, which were established after Russia’s initial invasion of Ukraine in 2014.
The Kremlin’s rigid preconditions indicate that Russia’s objectives remain focused on achieving dominance in Ukraine rather than genuine diplomatic resolution.
By demanding an end to Western military aid, Moscow appears intent on pressuring Ukraine into accepting terms that heavily favor Russian interests, leaving little room for compromise in future negotiations.
