In a sweeping executive order issued Monday, President Trump announced the launch of a bold initiative to develop and deploy a next-generation missile defense shield, dubbed “The Iron Dome for America.” The plan aims to protect the United States from increasingly sophisticated ballistic, hypersonic, and cruise missile threats, as well as other advanced aerial attacks from peer, near-peer, and rogue adversaries.
The order, signed under the President’s authority as Commander in Chief, marks a significant shift in U.S. defense policy, emphasizing the need to modernize and expand the nation’s missile defense capabilities in response to evolving global threats. The initiative draws inspiration from President Ronald Reagan’s Strategic Defense Initiative (SDI) of the 1980s, often referred to as “Star Wars,” but with a focus on leveraging cutting-edge technologies to address 21st-century challenges.
In the order, Trump highlighted the escalating threat posed by next-generation strategic weapons, noting that adversaries have developed advanced delivery systems and integrated air and missile defense capabilities over the past four decades. The document underscores the urgency of staying ahead of these threats, particularly in light of the United States’ withdrawal from the Anti-Ballistic Missile Treaty in 2002 and the subsequent focus on limited homeland missile defense.
“The threat of attack by ballistic, hypersonic, and cruise missiles remains the most catastrophic threat facing the United States,” the order states. “To ensure the safety and security of our citizens and critical infrastructure, we must deploy a next-generation missile defense shield that deters and defends against any foreign aerial attack on the Homeland.”

The executive order outlines a comprehensive strategy to develop and deploy the new missile defense system. Within 60 days, the Secretary of Defense is tasked with submitting a detailed reference architecture, capabilities-based requirements, and an implementation plan. Key components of the plan include:
- Space-Based Defenses: Accelerating the deployment of the Hypersonic and Ballistic Tracking Space Sensor (HBTSS) layer and developing space-based interceptors capable of destroying missiles in their boost phase.
- Layered Defense Systems: Deploying underlayer and terminal-phase intercept capabilities to counter advanced missile threats.
- Non-Kinetic Capabilities: Developing non-kinetic technologies to augment traditional kinetic interceptors.
- Secure Supply Chains: Ensuring the resilience and security of the supply chain for all components of the missile defense system.
- Pre-Launch Defense: Enhancing capabilities to neutralize missile threats before they are launched.
The order also calls for an updated assessment of the strategic missile threat to the Homeland and a prioritized list of locations to defend against potential nuclear attacks.
Recognizing the importance of international collaboration, Trump directed the Secretary of Defense to review theater missile defense posture and initiatives with U.S. allies and partners. The goal is to increase bilateral and multilateral cooperation on missile defense technology, improve defenses for forward-deployed troops and allied territories, and accelerate the provision of U.S. missile defense capabilities to allies.

Funding for the initiative will be addressed in the Fiscal Year 2026 budget, with the Secretary of Defense and the Director of the Office of Management and Budget jointly submitting a plan to the President for consideration.
The executive order frames the initiative as a means to achieve “peace through strength,” echoing the Reagan-era philosophy of deterrence through robust defense capabilities. By guaranteeing a secure second-strike capability and defending against countervalue attacks, the administration aims to deter potential adversaries and safeguard the nation’s security.
As the Department of Defense begins work on the implementation plan, the world will be watching to see how the United States reshapes its missile defense strategy in the face of an increasingly complex and dangerous security landscape.
