The Cybersecurity and Infrastructure Security Agency (CISA), the very agency tasked with protecting the United States’ digital infrastructure, has fallen victim to a significant cybersecurity breach. This revelation has prompted a renewed call from Senator Chuck Grassley (R-IA) for urgent action to strengthen the nation’s cyber defenses.
The attack, which occurred between January 23-26, 2024, targeted CISA’s Chemical Security Assessment Tool (CSAT) Ivanti Connect Secure appliance.
The breach resulted in potential unauthorized access to sensitive information, including Top-Screen surveys, Security Vulnerability Assessments, Site Security Plans, Personnel Surety Program (PSP) submissions, and CSAT user accounts.

Additionally, a reported breach of CISA’s IP Gateway may have exposed critical data about U.S. infrastructure.
In a strongly worded letter to CISA Director Jen Easterly, Sen. Grassley has demanded a comprehensive response and a detailed account of the agency’s efforts to address the cyberattack.
Grassley’s oversight inquiry seeks to uncover the full extent of the breach, including how CISA assessed the damage and notified affected parties. The senator is also keen to understand whether CISA was aware of the vulnerabilities in the Ivanti software beforehand and what steps were taken to mitigate such risks.
“Cybersecurity is extremely important today, and it’ll be vital tomorrow. I’ve been conducting oversight of the departments with known cyber vulnerabilities in our critical infrastructure, but now we’re learning CISA – the agency whose sole responsibility is to protect U.S. cybersecurity – doesn’t even have its own house in order. CISA’s failure to safeguard its systems puts Americans at risk,” Grassley said of his letter to CISA Director Jen Easterly.

In his letter to CISA Director Easterly, Grassley has made a series of specific demands to ensure transparency and accountability. He is seeking a comprehensive set of records detailing CISA’s response to the attack, including information on the materials accessed by the hackers and the agency’s protocols for detecting and preventing such incidents.
Grassley’s insistence on a thorough investigation and a detailed accounting of CISA’s actions reflects his commitment to safeguarding the American people’s trust in the government’s ability to protect their sensitive information and critical infrastructure.
