A Venezuelan migrant, 46-year-old Pedro Luis Parra Pulgar, has been charged with three counts of attempted murder after allegedly setting his house on fire with his three children inside.

The November 6, 2024, incident at 31619 Eldorado Lane in the Polo Ranch Community was captured in dramatic bodycam footage, showing officers rescuing a trapped three-year-old boy from the burning home.

Two of the children, both teenagers, managed to escape the flames and alerted police that their three-year-old brother was still inside. Bodycam footage shows a Fulshear police officer breaking through a window to rescue the toddler, who was trapped and suffering from severe smoke inhalation.

The officer, reflecting on the moment, said, “When you have kids and you’re dealing with kids, it’s natural to relate that to your home life. But in the moment, you’re in police mode, doing what we do.”

The child was airlifted to a nearby hospital for treatment and has since been released.

Pulgar, who sustained burns during the fire, was hospitalized until December 12, 2024. Upon his release, he was transported to the Fort Bend County Jail. Judge Argie Brame of the 434th Associate District Court set his bond at $750,000 per count of attempted murder, totaling $2.25 million.

Pulgar is also subject to an ICE hold, with officials declining to disclose his immigration status due to privacy laws. However, Texas Governor Greg Abbott expressed outrage on social media, calling for Pulgar to “spend the rest of his life behind bars.”

The fire caused significant damage to the home and has left the community shaken. Pulgar is among the approximately seven million migrants in the United States who are not in federal ICE custody while awaiting immigration hearings.

Governor Abbott’s comments have reignited debates on immigration policies and enforcement, adding another layer to an already tragic incident.

Authorities are continuing to investigate the circumstances surrounding the fire and Pulgar’s alleged motives. In the meantime, Pulgar remains behind bars.
