The U.S. District Court for the District of Massachusetts convicted Rulaman Lopez-Nolasco, a 42-year-old Mexican national, of illegal re-entry into the United States on July 9.
This conviction followed his arrest by Enforcement and Removal Operations (ERO) Boston. Lopez-Nolasco was apprehended near his residence in Lynn, Massachusetts, on January 25.
He had previously been convicted in the United States for rape and prostitution.

“Rulaman Lopez-Nolasco is an unlawfully present convicted sex offender,” said Field Office Director Todd M. Lyons of ERO Boston. “He was removed from the United States following two convictions for sex crimes. Then, he attempted to unlawfully re-enter the country to potentially revictimize our residents. ERO Boston will continue to prioritize public safety by arresting and removing egregious noncitizen offenders from our New England communities.”
Lopez-Nolasco unlawfully entered the United States on an unknown date and location without inspection by a U.S. immigration official.

He was convicted of third-degree rape by the Superior Court of Kent County, Delaware, on December 15, 2004, and sentenced to ten years in prison. Homeland Security Investigations (HSI) Baltimore took custody of Lopez on November 15, 2006, upon his release from the Delaware Correctional Center after serving two years of his sentence.
A Department of Homeland Security official ordered his removal as an aggravated felon to Mexico on November 21, 2006, and he was deported on December 5, 2006.

Lopez unlawfully re-entered the United States again on an unknown date and location. He was later convicted by the Lynn District Court in Lynn, Massachusetts, on November 3, 2015, for sexual conduct for a fee. ERO Boston arrested Lopez on January 25 near his Lynn residence and served him with a Notice of Reinstatement of a Prior Removal Order.
