A recent Israeli Defense Forces (IDF) investigation has uncovered the key role Hamas’ international and West Bank attack cells play in terror activities targeting Israeli civilians. Hamas leader Yahya Sinwar reportedly ordered a resurgence of attacks against Israel, using external cells to compensate for diminishing military capabilities.
One investigation revealed that a Hamas cell from Nablus, funded and trained by an office in Turkey, was responsible for planning a suicide attack in Tel Aviv in August 2024.

The IDF confiscated explosive materials and detained several Hamas members involved. The investigation highlights how Hamas leverages its international and West Bank networks to facilitate attacks.
Additionally, the porous boundary between the West Bank and Israel, with numerous breach points, provides Hamas cells logistical advantages, posing a heightened threat to isolated Israeli settlements.
