U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) Philadelphia Field Office has removed Garibaldo Rissato Borges, a Brazilian citizen wanted in his home country for drug trafficking.
Rissato was apprehended by U.S. Border Patrol near Tecate, California in December 2023 and subsequently arrested by ERO officers in Salisbury, Maryland in April 2024.
Following an immigration hearing, an immigration judge ordered Rissato’s removal to Brazil.

“ERO Philadelphia remains steadfast in its commitment to preserve public safety. Noncitizens such a Rissato, a criminal who fled justice in his home country, are threats to the citizens of the U.S.,” said acting ERO Philadelphia Field Office Director Brian McShane. “We will continue to safeguard the American public by arresting and removing noncitizens that are a threat to public safety and our national security.”
