Enforcement and Removal Operations (ERO) officers from U.S. Immigration and Customs Enforcement (ICE) apprehended Carlos Heriberto Mendoza-Martinez, a 31-year-old Mexican national, in Durham on July 17th. Mendoza-Martinez was unlawfully present in the United States and had previously been deported.
Mendoza-Martinez has a significant criminal history, including a 2010 conviction for manslaughter. Following his conviction, an immigration judge ordered his removal from the United States, and ICE carried out the deportation in 2013.

However, Mendoza-Martinez illegally re-entered the U.S. and was arrested by Durham police in 2021 and 2024 for assault on a woman and domestic violence. During both incidents, he was reportedly in possession of a handgun. Despite ICE placing detainers with the Durham County Sheriff’s Office following each arrest, the detainers were not honored, allowing Mendoza-Martinez to remain at large.
“Martinez is a violent noncitizen offender who has proven to pose a significant threat to the community,” said ERO Atlanta acting Field Office Director Kristen Sullivan. “We will not let sanctuary policies prevent us from protecting our communities by arresting and removing those who pose an egregious public safety threat.”

Mendoza-Martinez is currently in ICE custody pending removal proceedings.
