Enforcement and Removal Operations (ERO) Boston has apprehended 29-year-old Bryam Saraguro Ramon, an Ecuadorian national, who faces charges for multiple sexual offenses against a minor in Massachusetts. ERO officers arrested Ramon on July 27 in North Dartmouth.
“Bryam Saraguro Ramon is charged with some serious and disturbing crimes against a minor in our Massachusetts community,” said ERO Boston Field Office Director Todd M. Lyons. “We will not allow noncitizen sexual predators to victimize the children of our neighborhoods unabated. ERO Boston will continue to prioritize public safety by arresting and removing egregious noncitizen offenders.”

Ramon initially entered the United States unlawfully near Laredo, Texas, on May 13, 2017, and was apprehended by U.S. Border Patrol. After being served with a notice to appear before a Department of Justice immigration judge, he was transferred to ERO custody. Ramon was later released on bond on June 20, 2017.
The Massachusetts State Police arrested Ramon on July 23, charging him with two counts of aggravated rape of a child with more than a 10-year age difference, indecent assault and battery on a person 14 or older, and two counts of distributing obscene material to a minor. He was arraigned on these charges at the Fall River District Court on July 24.

Following his arrest, ERO Boston lodged an immigration detainer against Ramon with the Bristol County House of Correction. On July 27, ERO Boston officers arrested Ramon at the correctional facility, where he remains in custody.
As part of its mission to identify and arrest removable noncitizens, ERO issues immigration detainers to state or local law enforcement agencies when noncitizens have been arrested for criminal activity. Detainers request that these agencies notify ICE before releasing a removable noncitizen, allowing ERO to assume custody for removal purposes.
Detainers are vital tools for public safety, enabling the secure transfer of noncitizens directly from local custody to ERO custody, thereby reducing the risk of reoffending and conserving government resources.

ERO is responsible for the arrest and removal of individuals without lawful status in the United States, operating under decisions made by immigration judges from the Department of Justice’s Executive Office for Immigration Review.
