U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) officers, in coordination with U.S. Marshals Service deputies, arrested Jeovann Anthony Forde, 23, a Jamaican national wanted for murder in his home country, during a targeted operation in Philadelphia on December 17.
Forde, who was living in Philadelphia, was taken into custody without incident. He remains in ERO custody pending his removal from the United States.

Forde was initially encountered by U.S. Customs and Border Protection officers in San Ysidro, California, on July 18, 2022. After being released under the Alternatives to Detention SmartLink program, he violated the terms of the program, leading to his enrollment being terminated on June 27, 2023. Subsequently, an immigration judge issued an order for his removal in absentia on July 24, 2023.
In addition to his immigration violations, Jamaican authorities issued a warrant for Forde’s arrest on May 24, 2024, in connection with a murder case.
“Forde’s arrest should send a clear message to anyone who attempts to flee prosecution in their home country: you will be caught, and you will be returned to face justice,” said Acting ERO Philadelphia Field Office Director Brian McShane.

McShane also highlighted the relentless efforts of ERO officers, noting that Forde’s arrest marks the fourth foreign fugitive apprehended in the last two weeks.
Forde remains in custody as ERO works to finalize his removal from the United States, ensuring he is returned to Jamaica to face justice for the charges against him. Further updates will follow as the case progresses.
