Enforcement and Removal Operations (ERO) in Baltimore, Maryland, apprehended a Salvadoran national and validated MS-13 gang member on July 1st, 2024.
The man, identified as 38-year-old Raul Orlando Ramos-Guido, has a documented history of criminal activity in Maryland. According to ERO Baltimore, Ramos-Guido was previously convicted of robbery, auto theft, and disorderly conduct.
ERO removed Ramos on two previous occasions.

“Raul Orlando Ramos-Guido has displayed a habit for breaking the law in Maryland,” said ERO Baltimore Field Office Director Matthew Elliston. “Ramos was convicted of robbery, auto theft and disorderly conduct in addition to unlawfully reentering the United States after having been removed. He posed a significant threat to our Maryland residents, and we cannot allow such threats to remain in our communities. ERO Baltimore will continue to prioritize public safety by apprehending and removing the most egregious noncitizen offenders from our Maryland streets.”
Officials say Ramos unlawfully entered the United States on an unknown date, at an unknown location, and without being inspected, admitted, or paroled by a U.S. immigration official.

Deportation officers from ERO Baltimore’s Fugitive Operations Team arrested Ramos on July 1 in Annapolis, Maryland, and served him with a notice of intent/decision to reinstate a prior order.
Ramos remains in ERO custody pending his removal from the United States.
