HILLSBOROUGH COUNTY, FL. – Hillsborough County Water Resources is upgrading its utility billing payment system for water, wastewater, and reclaimed water customers starting April 28.
The online utility bill payment system upgrade will enhance data security and improve services. This change, however, will require all customers to re-register their accounts for online and phone payments.
Customers who already have automatic bill payments set up through the County will have that service continue uninterrupted, but customers will still have to re-register to access the billing system to make any changes. All customers who register in the new system will automatically be defaulted to more sustainable paperless billing and will receive their monthly billing statements by email, with an option to opt-in to paper bills.
The online billing system gives customers access to make a payment online, view up to 13 months of bills, and edit account settings for services such as autopay, email notifications, and paperless billing.

The following information will be needed to re-register:
- The 10-digit Water Resources utility account number
- The last four digits of the Social Security number or federal ID number on file for the utility account
- A valid email address and phone number to complete the required multifactor authentication process
Customer contact information will also be used to distribute emergency alerts through text and email messages.
Customers attempting to access the old system on or after April 28 will automatically be redirected to the new bill payment page to re-register. Technical assistance is available from 9 a.m. to 4 p.m. Monday through Friday by calling (813) 276-2700.
