HILLSBOROUGH COUNTY, Fla – Hillsborough County Commissioners are seeking residents to serve on several County citizen advisory boards and councils. Residents interested in seeking an appointment must reside in and be registered voters in Hillsborough County.
These are voluntary positions and members serve without compensation. Applicants may apply to more than one board but may only serve on one board at a time unless specifically approved by the BOCC.
All applicants must submit a completed Questionnaire for County Appointments and a Standards of Conduct form. Additional requirements are in the information that follows.

HILLSBOROUGH TRANSIT AUTHORITY (HART)
The mission of the Hillsborough Transit Authority (HART) is to take people to the places that enhance their lives.
Three terms will expire. Terms are for three years and begin November 1, 2023.
Citizens appointed to this board will be required to file an annual financial disclosure. Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.

PLANNING COMMISSION – HILLSBOROUGH COUNTY (CITY-COUNTY)
The Hillsborough County City-County Planning Commission is an independent consolidated planning agency, led by appointed citizens, which serves all the citizens of Hillsborough County by providing a vision for improving the quality of life. The Planning Commission and its staff serve as agents within the community to promote and coordinate the involvement of all people in comprehensive long-range planning, growth management, transportation, and environmental protection. The Planning Commission makes recommendations to the Board of County Commissioners, Tampa City Council, Plant City Commission, and Temple Terrace City Council regarding land use, community planning, capital improvements, urban design, and other comprehensive issues.
Two terms will expire. Terms are for four years. Please submit an essay to include the following information:
- List or describe your past activities involving the Hillsborough CountyComprehensive Plan; for example: application for a Comprehensive Plan Amendment (CPA) or zoning change; providing comment or input regarding proposed CPA’s; participation in writing or updating Community Plans; participation in public hearings or community meetings regarding the Comprehensive Plan. Please be as specific as you can about the dates and subjects of these activities.

AFFORDABLE HOUSING ADVISORY BOARD
This Board advises and makes recommendations to the Board of County Commissioners and Affordable Housing Services on issues affecting affordable housing development, to assist the County in developing new programs and policies which foster the development and preservation of affordable housing, and to evaluate the County’s established policies, procedures, ordinances, and land development regulations for their impact on affordable housing.
The Board shall approve the County’s affordable housing priorities and Local Affordable Housing Biennial Plan and provide advice to the Board of County Commissioners on proposed affordable housing projects.
One term will expire, and one position is vacant. Terms are for three years. Positions are specified as: 1) a citizen advocate for low-income people in connection with affordable housing, and 2) a citizen actively engaged as a not-for-profit provider of affordable housing.

ARTS COUNCIL OF HILLSBOROUGH COUNTY
This Council serves as an advisory body to the Board of County Commissioners to provide advice regarding developing, coordinating, and promoting the performing and visual arts in Hillsborough County and contracting for artistic services, performances, and exhibits, all for the enjoyment, education, cultural enrichment, and benefit of the citizens of Hillsborough County. Members of this Council serve annually as the Grant Reviewers for the Cultural Development Grant, the Community Arts Impact Grant, and the Professional Development for Artists Grant.
Three terms will expire. Terms are for three years. Positions are specified as individuals with one or more local cultural organizations; active members of one or more charitable, educational, or other organizations which provide community benefits; have relevant professional experience; possess stature in the community.

BUILDING BOARD OF ADJUSTMENT, APPEALS AND EXAMINERS
This Board confirms the competency and integrity of applicants applying for building certification in the County and takes disciplinary action against those contractors that fail to comply with the Building Code.
One position is vacant. Term is for four years. Position is specified as a building trades representative with extensive knowledge and experience in concrete, masonry, steel, and wood framing.

CAREERSOURCE TAMPA BAY
This Board provides policy guidance and oversight for workforce development activities for CareerSource Florida Region 15 (Hillsborough County) in partnership with the Board of County Commissioners (BOCC), including activities under the Workforce Innovation and Opportunity Act (WIOA); development of an annual budget subject to the approval of the BOCC; developing, ratifying and submitting or amending the local workforce plan subject to the approval of the BOCC; establishing and adopting policy for governance, administration, and operation of the CareerSource Tampa Bay (CSTB) Board of Directors; oversight of the CSTB budget, programs, administrative costs and performance outcomes; identifying and selecting providers of training services, intensive services, youth providers and One Stop Operators as necessary and applicable.
Three positions are vacant. Terms are for two years. Board members may not serve for more than eight consecutive years unless such member is a representative of a governmental entity.
The membership of this board shall be comprised to represent the required composition and percentage of representation required by current workforce development legislation. Consideration for appointment will be given to representatives from the following category:

Business sector nominees must be located in Hillsborough County and be nominated by business organizations or business trade associations. Business sector nominees must represent a minimum of 51% of the total Board.

CODE ENFORCEMENT BOARD
This Board has jurisdiction to hear violations of all codes and ordinances of Hillsborough County with most cases arising out of violations of the County’s housing, building, zoning, and sign codes and ordinances to maintain minimum health and safety standards.
Three positions are vacant, one member and two alternates. Terms are for three years. After two consecutive terms, a member shall not be eligible for reappointment until one calendar year has elapsed from the date of termination of the second term.
Consideration for appointment shall be given to representatives from the following fields: an architect; a businessperson; an engineer; a general contractor; a subcontractor; and a realtor.
Citizens appointed to this board will be required to file an annual financial disclosure. Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.
Meeting schedule: Monthly, generally 3rd or 4th Friday, 9:00 AM.
CODE ENFORCEMENT SPECIAL MAGISTRATE
These Special Magistrates have jurisdiction to hear violations of all codes and ordinances of Hillsborough County with most cases arising out of violations of the County’s housing, building, zoning, and sign codes and ordinances to maintain minimum health and safety standards; burglar false alarm ordinance and natural resources regulations; the water restriction ordinance; red light camera appeals; and vehicle for hire and trespass towing ordinance.
One position is vacant. Term is for three years. After two consecutive terms, a member shall not be eligible for reappointment until one calendar year has elapsed from date of termination of the second term.
Consideration for appointment shall be given to representatives from the following fields: an architect; a businessperson; an engineer; a general contractor; a subcontractor; and a realtor. Applicants must have experience in one of the following: law, codes, enforcement, construction, and land use; water resource ordinances; burglar false alarm ordinances and land development program; zoning signs and minimum standards ordinances; or vehicle for hire and trespass towing ordinance.
Citizens appointed to this board will be required to file an annual financial disclosure. Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.

COUNTY INTERNAL AUDIT COMMITTEE
This Committee serves in an advisory capacity to the Board of County Commissioners (BOCC) and to the County Internal Auditor, on issues presented to the Audit Committee related to monitoring audit activities for the BOCC. The Audit Committee also serves as an intermediary between the BOCC and the County Internal Auditor upon request from the BOCC or the County Internal Auditor. The Audit Committee shall be subject at all times to Florida’s Government-in-the-Sunshine Law, codified in Florida Statutes 286.011.
One term will expire. Term is for two years. Members may not serve more than two full consecutive terms. Position is specified as a Certified Public Accountant (CPA) in good standing and is licensed to practice public accountancy in the state of Florida.

Consideration for membership shall be given to nominees who possess the following attributes: the ability to encourage openness and transparency; the ability to ask relevant questions, evaluate the answer, and continue to probe for information until completely satisfied with the answers provided; the ability to work with the County Internal Auditor and work cohesively with other Audit Committee members in fulfilling the Audit Committee’s purpose.
Members shall not have any direct financial interest in County business and must have an impartial, unbiased attitude and no conflicts of interest. Any applicant or Audit Committee member who has an independence or objectivity impairment in fact or in appearance, must promptly report the details to the County’s Boards and Councils Coordinator, County Internal Auditor, and Committee Chair. The nature of the disclosure will depend upon the impairment. Each member should have an understanding of good management and business practices.

CROSS CONNECTION AND BACKFLOW CONTROL BOARD
This Board assists the plumbing official, the water purveyor, and the health officer in the enforcement of Hillsborough County regulations; hears citizen complaints concerning the Ordinance and associated regulations, and when appropriate, makes recommendations to the BOCC regarding changes to the regulations; and serves as an appeals board from any decision, ruling, or determination of the inspection agency involved in the enforcement of the Ordinance and associated regulations.
Two new positions have been added. Terms are for four years. Positions are specified as: 1) a representative of the Irrigation Industry who is a licensed irrigation contractor in good standing with and registered in Hillsborough County; and 2) a representative of the Fire Protection Industry who is a licensed fire protection contractor in good standing with and registered in Hillsborough County.
Members in positions 1 and 2 shall be or shall employ a Certified Backflow Tester who is registered with Hillsborough County.

ELECTRICAL BOARD OF ADJUSTMENT, APPEALS AND EXAMINERS
This Board confirms the competency and integrity of applicants applying for electrical certification in the County and takes disciplinary action against those contractors that fail to comply with the Electrical Code.
One position is vacant. Term is for two years. Position is specified as alternate members with knowledge and experience in the technical codes of this board.
Citizens appointed to the board will be required to file an annual financial disclosure.

HEALTH CARE ADVISORY BOARD
This Board improves accessibility and efficiency of care for medically poor residents of Hillsborough County through recommendations to the Board of County Commissioners for fund allocation, coordination, planning, and monitoring of health care delivery systems.
Two positions are vacant, and two terms will expire. Terms are for four years. Positions are specified as: 1) a participant in the Hillsborough County Indigent Health Care Plan at the time of appointment or any subsequent reappointment;
2) a community health care provider who is not a physician; 3) a consumer non-profit organization representative; and 4) a mental health care provider.
Meeting schedule: Monthly, 3rd Thursday, 3:00 PM.
HEALTH COUNCIL OF WEST CENTRAL FLORIDA, INC.
This Council works in collaboration with community-based organizations to identify, address, and resolve health care issues of local concern. The Council collects and analyzes health care data, prepares special reports and publications, and educates the community about special health issues.
Three positions are vacant, and one term will expire. Terms are for two years. Positions are specified as: 1) a health care consumer under the age of 60; 2) a health care purchaser – an individual or an authorized member of an organization or agency who is responsible for the purchase of health services for a group of 25 or more individuals either directly or through acquisition of health insurance coverage; and 3 & 4) a health care provider.
Meeting schedule: 2nd Thursday, every other month, 3:30 PM. This Council meets in rotating counties of the 5-county planning district.
HISTORIC PRESERVATION CHALLENGE GRANT PROGRAM GRANT REVIEW COMMITTEE
The purpose of this Committee is to promote historic preservation, heritage tourism, and related economic development within Hillsborough County (both incorporated and unincorporated areas.)
One position is vacant. Term is for two years. Members are to have experience in one or more of the following: historic preservation; architecture; heritage tourism; marketing and economic development; landscape architecture; or interior design.
This committee must include residents from Unincorporated Hillsborough County, and the Cities of Plant City, Tampa, and Temple Terrace.
Meeting schedule: Annually. Date and time to be determined.
HISTORIC RESOURCES REVIEW BOARD
This Board serves as an architectural review board for the protection of historic resources in Unincorporated Hillsborough County. It recommends archaeological and historical sites to the Board of County Commissioners for landmark designation and reviews alterations and new construction on landmark sites or districts.
Four positions are vacant, and one term will expire. Two positions are for three years, and three positions are for the remainder of term which expire 5/19/25, 6/30/25, and 5/31/24. Positions are specified as: 1) an historian; 2) a lay person with a demonstrated interest, competence, or knowledge in historic preservation (5/19/25); 3) an archaeologist or anthropologist (6/30/25); 4) an alternate with a demonstrated interest, competence, and knowledge in historic preservation (5/31/24); and 5) a planner or landscape architect or real estate developer or broker, licensed to practice in the state of Florida.
Citizens appointed to the board must reside in the unincorporated area of Hillsborough County.

HOUSING FINANCE AUTHORITY
This Authority was created in 1985 to provide incentives to the private sector to relieve the shortage of affordable housing in Hillsborough County. Through partnership with lenders, builders, and developers, the Authority has assisted thousands of first-time home buyers through mortgage loan programs, which offer below-market mortgage rates and innovative down payment assistance programs. The Authority has also assisted renters through its Multi-Family Bond programs which feature below-market rental rates for lower income individuals and families.
One term has expired. Term is for four years. No less than three of the members shall be knowledgeable in one of the following fields: labor, finance, or commerce.

HUMAN RELATIONS BOARD
This Board encourages equality among all people by reviewing complaints filed under Hillsborough County’s Human Rights Ordinance which promotes fair treatment and equal opportunity for people regardless of race, religion, color, sex, national origin, age, disability, marital status, sexual orientation, and gender identification or expression.
Two positions are vacant. Terms are for three years. Members may not be appointed to serve more than two full consecutive terms. Consideration for membership shall be given to representatives from the following fields: retail merchandising management; industrial management; real estate sales; property leasing; mortgage financing; law enforcement; or labor council.

LAND USE APPEALS BOARD
This Board hears appeals of decisions of the Land Use Hearing Officer on special use permits and variances from zoning regulations.
One position is vacant, and one term will expire. Terms are for three years. Positions are specified as: 1) an alternate; and 2) a member. Consideration for membership shall be given to representatives of the following: an attorney with at least five years of experience practicing in Hillsborough County who has been admitted to the Florida Bar for not less than five years; a landscape architect or architect registered to practice in the state of Florida; a business owner or operator in unincorporated Hillsborough County; a professional planner with not less than three years of experience in land use planning or zoning in Hillsborough County; a civil or environmental engineer registered to practice in the state of Florida; and a developer active in development in Hillsborough County or a duly licensed general contractor (Class A) active in a business in Hillsborough County.

MECHANICAL BOARD OF ADJUSTMENT, APPEALS AND EXAMINERS
This Board confirms the competency and integrity of applicants applying for mechanical certification in the County and takes disciplinary action against those contractors that fail to comply with the Mechanical Code.
Three positions are vacant. Member terms are for four years. Alternate member terms are for two years. Positions are specified as: 1) Member – sheet metal contractor; 2) Member – a Class “A” HVAC contractor; and 3) Alternate Member – knowledgeable and experienced in the technical codes of this board.

PLUMBING BOARD OF ADJUSTMENT, APPEALS AND EXAMINERS
This Board governs the certification and/or compliance standards for plumbing and gas contractors doing work in Hillsborough County and enforces adherence to the standards set by the Plumbing and Gas Code. The board members shall be appointed by the governing bodies of the jurisdiction that choose to use the County’s boards and enter an interlocal agreement with Hillsborough County.

PUBLIC ART COMMITTEE
This Committee acts in the public interest on all matters relating to the Public Art Ordinance including the selection, placement, and maintenance of works of public art throughout the County. The Committee provides public input in the administration and planning of the Public Art Program and serves as a liaison to the Hillsborough County visual arts community.
Two terms will expire. Terms are for three years. No member shall serve more than two full three-year terms. Positions are specified as: 1) an architect, planner, landscape architect or developer in Hillsborough County; and 2) private citizen who will serve as the BOCC designee.

PUBLIC LIBRARY BOARD
This 12-member Board, appointed by the Board of County Commissioners, serves in an advisory capacity to the Library Director regarding the operation of the Tampa -Hillsborough County Public Library, including future planning and policy developments.
One position is vacant due to resignation. Position is for the remainder of term which expires 9/30/24. Position is from County Commission District 4.
Members shall have some background/experience in business, law, government, or other civic activity and have demonstrated leadership in the community. Participation in at least one of the standing committees is required.
Appointment to this board is contingent upon passing a background check.
