Hillsborough County Charter Review Board Undertakes Comprehensive Review of County Governance

TAMPA, Fla. – The Hillsborough County Charter Review Board is conducting a thorough examination of all aspects of county government, with monthly meetings scheduled throughout 2025. This board holds the authority to propose amendments to the Hillsborough County Charter, which, if approved, would be put to a vote in an upcoming election.

The 14-member board is appointed every five years by the Board of County Commissioners, with each commissioner appointing two members from their respective districts. Members serve a one-year term without compensation.

The board plays a crucial role in ensuring that the County Charter remains relevant and effective in addressing the needs of the community. They are tasked with reviewing the charter and proposing any necessary updates or changes.

The board’s review encompasses all facets of county government, with the exception of:

  • Taxes: The board cannot propose changes to the county’s tax structure.
  • Government Services: The board cannot alter the provision of government services.
  • Municipal Governments: The board’s authority does not extend to the governments of the cities of Tampa, Plant City, and Temple Terrace.
  • Independently Elected Officials: The Clerk of the Circuit Court, Property Appraiser, Tax Collector, Supervisor of Elections, and the Sheriff are not included in the review, as their duties are defined by the Florida Constitution and state statutes.

The Charter Review Board encourages public input on the issues being discussed. Citizens are welcome to attend the monthly meetings and share their perspectives.

The board meets on the second Tuesday of each month at 6 p.m. in Room 2601 of the County Center, located at 601 E. Kennedy Boulevard in Tampa. After two public hearings, any proposed amendments that receive a two-thirds vote from the board will be placed on the ballot for the next general election.
