Former Security Supervisor In Arizona Sentenced To Prison For Sexual Abuse Of Inmate

An Arizona man was sentenced to 13 months in federal prison followed by 10 years of supervised release on Monday, April 14, 2025, for sexually abusing a female inmate under his supervision.

United States District Judge G. Murray Snow handed down the sentence and also ordered Morris Gary Hibbitt, 51, of Avondale, to register as a sex offender.

The conviction stems from an incident that occurred on May 21, 2023, while Hibbitt was serving as the Security Supervisor at Behavioral Systems Southwest (BSS) in Phoenix. BSS is a residential reentry center contracted by the Federal Bureau of Prisons (BOP) to assist inmates transitioning back into the community while they complete their prison sentences.

According to court documents, Hibbitt sexually assaulted a female inmate who was under his direct supervision at the facility. Authorities emphasized that individuals at BSS are considered to be in official detention and remain under the custodial authority of the BOP.

The investigation into this case was a collaborative effort between the Department of Justice, Office of the Inspector General, and the Federal Bureau of Investigation. Assistant U.S. Attorney Kristen Brook of the District of Arizona, Phoenix, handled the prosecution of the case.
