Former Maryland Domestic Violence Detective Indicted For Crimes Aginst Children

Ryan Christopher Hall, 50, of Woodstock, Maryland, a former domestic violence detective with the Harford County Sheriff’s Office, has been indicted by a federal grand jury on charges of Sexual Exploitation of a Child and Possession of Child Sexual Abuse Material.

The indictment, announced by U.S. Attorney for the District of Maryland Kelly O. Hayes, alleges that Hall sexually abused two minor children between May 2017 and October 2024.

Authorities also discovered that Hall installed cameras to produce child sexual abuse material and possessed existing child sexual abuse material.

Hall served 27 years with the Harford County Sheriff’s Office.

The 10-count indictment was the result of a collaborative investigation involving Homeland Security Investigations (HSI) Baltimore, the Carroll County State’s Attorney’s Office, the Carroll County Sheriff’s Office, and the Harford County Sheriff’s Office.

If convicted, Hall faces a mandatory minimum of 15 years and a maximum of 30 years in federal prison for each count of Sexual Exploitation of a Child. Actual sentences for federal crimes are typically less than the maximum penalties and are determined by a federal district court judge based on U.S. Sentencing Guidelines and other statutory factors.

Hall’s initial appearance in federal court is scheduled for Wednesday, March 19, before Magistrate Judge A. David Copperthite.
