A Florida woman was found dead with a large zip-tie around her neck, and police are investigating this incident as a suspicious death, homicide.
According to Sanford Police Department, on July 17, 2023, at 2:10 pm, Sanford Police received a 911 call reporting that the caller found Joysee Cartagena Clemente, 49, deceased, at her home located in the 3000 block of Saltmarsh Loop.
Sanford Fire and Rescue said on their arrival; they found Joysee inside her home with a large zip-tie around her neck. They attempted life-saving measures; however, Joysee was pronounced dead at the scene.

“As is procedure in unattended and/or suspicious deaths, the Lake County Medical Examiner was contacted to conduct an autopsy. At this time, this incident is being investigated as a suspicious death and/or homicide. This is a very active investigation,” said Sanford Police.
Seminole County Public Schools told FOX 35 News that the woman was employed with the district between 2015 and 2022 and served as a secretary at Spring Lake Elementary School in Altamonte Springs and as a clerk at Lawton Elementary School in Oviedo.
