Angela Saar, 51, of Olyphant, Pennsylvania, former fiscal manager of the Children’s Advocacy Center of Northeastern Pennsylvania (CAC/NEPA), was charged yesterday with wire fraud by the U.S. Attorney’s Office for the Middle District of Pennsylvania.
The criminal information alleges that Saar, during her employment at CAC/NEPA from November 2018 to June 2022, engaged in a scheme to defraud the organization.

She is accused of diverting over $411,000 in fraudulent payments from the center’s bank accounts into her own personal accounts. This included falsifying mileage reimbursements and artificially inflating her bi-weekly paychecks.
The case was investigated by the Federal Bureau of Investigation (FBI) Scranton Resident Office.
The maximum penalty under federal law for this offense is 20 years in prison, a term of supervised release following imprisonment, and a maximum fine of $250,000.
