MONROE COUNTY, Fla. – A 72-year-old Florida woman has been arrested in Big Pine Key, Florida, for allegedly drowning a puppy.
The Monroe County Sheriff’s Office responded to a call on Palmetto Drive around 3:30 p.m. Monday. A neighbor reported that Delaine Abee Lowry had asked to bury a dead mini schnauzer puppy in his yard, which he refused.

Deputies located Lowry at her residence, where she admitted to drowning the 6- to 10-month-old puppy. She claimed the dog was “going to kill her.”
The deceased puppy was found in a plastic grocery bag on Lowry’s property, along with a tub filled with water and surrounded by wet dirt, suggesting the drowning location.

“This is a deeply disturbing case. Animal cruelty will not be tolerated in our community,” said Sheriff Rick Ramsay. “I want to thank the Deputies who acted quickly as well our friends with the SPCA who assisted in this case.”
The Florida Keys SPCA is conducting a necropsy on the puppy. Lowry was arrested and charged with animal cruelty.
